Abstract

The fisheries sector in Sabah plays a role as the main contributor to the country’s
protein resources, job opportunities, foreign exchange through fish export and
fishing activities, and providing basic resources for the development of secondary
(hiliran) industry based on fisheries. Currently, the fisheries sector contributed 2-
3 percent to the Gross Domestic Product. The fishing sector in Sabah is currently
covering an area of 30 nautical miles from the coast. This involves approximately
20,000 fishermen, of which 30 percent are commercial fishermen and 70 percent
are artisanals and small scale fishermen. Tools used for catching fish are mainly
trawl, drift net, hook and line or angle, pull net and lift net such as bagang and
salambau. Bagang is traditional tool used by the Buginese in the coastal area of
Sabah, particularly in the east coast and contributed about 11 percent of annual
fish catch of the state. It is monopolised by the Buginese. This paper will discuss
the monopoly of the Buginese in the Bagang industry in the east coast of Sabah.
The discussion will include the construction method of Bagang and cost incurred,
method and area of operation in Bagang, the fishermen involved, total catch, and
the system of income distribution. The problems pertaining to Bagang industry will
also be discussed. The discussion will touch on both types of bagang, static and
mobile.
