Abstract

Sabah is a seafront state located on the west side of the South China Sea and surrounded by the Sulu and Sulawesi Seas on its east. These seas contain rich sources of varied maritime products. However, these sources have not been fully exploited. The maximum sustainable yield of Sabah’s commercial fishery has not been achieved due to problems investors faced in obtaining labour that would enable further development of fishery in Sabah. Local fishermen of Sabah are mainly involved in small scale fishing, which is known as artisan fishing. The lack of local involvement in commercial fishery that uses up to date technology such as fishing trawlers and purse seine techniques have resulted in investors’ continued reliance on foreign fishermen from Sulawesi, Indonesia. This paper discusses the position and development of fishery in South Sulawesi in view of the effects migration has had on Sulawesi’s fishermen to the east coasts of Sabah. This discussion will then be followed by the rationale behind the recruitment of Sulawesi’s fishermen into commercial fishery, the migration patterns of these fishermen and the features of Sulawesi’s labour involvement in Sabah’s commercial fishery.
