Abstract

This paper discusses the involvement of 509 Indonesian fishing workers in fishing activity based on trawls technology in Sabah. The Purpose of this discussion is to get a description on the welfare level of foreign fishing workers socially and economically. The field research was conducted in 2002-2003. Another research was carried out in 2006 to update information connected with those foreign workers. The Study was carried out in Kota Kinabalu, Sandakan, Tawau and Kudat as the four main fishing sites in Sabah. Library study, survey, in-depth interview and observation were used simultaneously to collect data. Trawl base-fishing industry in Sabah State is indeeed a well organised capitalistic economy in which job description among foreign fishing workers is very clear. ‘Sarang’ as the captain of a fishing boat is responsible to owners of the boats. Other workers consist of ‘seken sarang’ or the second man and ‘kelasi’ who report to ‘sarang’. In the capitalistic economy, owners receive most of the benefits. In other hand, fishing workers especially ‘kelasi’ receive small rewards, since their salary is not enough even to support their family. This structure created a condition in which fishing workers not able to improve their economy level, eventhough it is actually their very reason to come to Sabah.
